The initial refusal from South Staffordshire Council cited concerns over visual impacts and the effect on the surrounding rural character. However, during the appeal, the Planning Inspector determined that the benefits of the project—including its role in supporting the UK’s net zero goals—outweighed any harm. The Inspector gave significant weight to climate change objectives and the Written Ministerial Statement “Building the Homes We Need,” along with associated economic and environmental benefits.
